Anti-Discrimination & Anti-Harassment Policy

1. Introduction and Commitment

Noakhali Science and Technology University (NSTU) is committed to fostering a safe, respectful, inclusive, and equitable environment for all members of its community — including students, faculty, administrative and support staff, visitors, and contractors. Harassment, discrimination, bullying, or victimisation of any kind will not be tolerated. NSTU aligns with the laws of Bangladesh and its own governance frameworks to uphold integrity, dignity, and equal treatment for all.

2. Scope and Applicability

This policy applies to all members of the Noakhali Science and Technology University community:
  • Students (undergraduate, postgraduate, research)
  • Faculty (permanent, contractual, or visiting)
  • Administrative, technical, and support staff
  • Visitors, contractors, volunteers, and participants in NSTU-sponsored activities
It applies to conduct occurring on campus, during university-sponsored events, and on digital or social platforms where university representation or affiliation exists.

3. Definitions

  • Discrimination: Any act of unequal treatment based on personal or group identity that denies equal rights or opportunities.
  • Harassment: Unwelcome behaviour (verbal, physical, written, or digital) that creates an intimidating, hostile, or offensive environment.
  • Sexual Harassment: Any unwelcome sexual advances, requests for sexual favours, or other sexual conduct that affects academic or professional decisions or creates an offensive environment.
  • Bullying: Offensive, intimidating, or insulting behaviour that undermines the dignity or well-being of an individual.
  • Victimisation: Retaliatory or adverse treatment of someone who has filed or supported a complaint under this policy.
  • Protected characteristics: Include but are not limited to religion, gender, age, ethnicity, disability, marital status, socio-economic status, national origin, pregnancy, or political affiliation.
4. Prohibited Conduct

Noakhali Science and Technology University prohibits:
  • Discrimination on any protected characteristic
  • Harassment, including sexual harassment
  • Bullying or psychological intimidation
  • Victimisation or retaliation against complainants or witnesses
  • Any conduct creating a hostile or degrading environment
5. Reporting Procedures

Noakhali Science and Technology University provides multiple accessible channels for reporting discrimination or harassment:
  • Reports may be made to the Head of Department/Institute, the Proctor Office, the Office of the Registrar, or the Anti-Harassment Committee.
  • Anonymous complaint submission is available through complaint boxes placed in every department and office, ensuring confidentiality and safety for all complainants.
  • All reports are treated confidentially and handled with fairness, sensitivity, and discretion.
6. Investigation and Resolution

Upon receipt of a complaint, Noakhali Science and Technology University initiates a prompt, impartial, and confidential investigation. The process includes:
  • Interviewing complainants, respondents, and witnesses;
  • Reviewing documents or other evidence;
  • Informing both parties of progress within confidentiality limits.
  • Findings are determined on a preponderance of evidence standard (“more likely than not”).
7. Disciplinary Actions

If a violation is confirmed, Noakhali Science and Technology University will take appropriate disciplinary measures depending on the severity and status of the respondent.
  • For students: counselling, warning, suspension, or expulsion
  • For employees: official warning, suspension, or dismissal
  • For others: access restrictions or termination of contract/engagement
  • Disciplinary actions follow relevant Government of Bangladesh laws, including the Government Servants (Discipline and Appeal) Rules 2018. Where required, police cases may be filed as per government regulations.
8. Prevention and Awareness

Noakhali Science and Technology University promotes prevention through:
  • Publicizing this policy on the university website and notice boards
  • Awareness and orientation sessions for students and staff
  • Training on gender sensitivity, respectful conduct, and grievance redressal
  • Campaigns fostering inclusion, respect, and dignity on campus
9. Support for Individuals Affected

Noakhali Science and Technology University provides support through:
  • Counselling and mental health services
  • Guidance on rights and reporting options
  • Academic or administrative accommodations when feasible
  • Referral to external support agencies when necessary
10. Protection of Whistleblowers and Complainants

NSTU ensures full protection for individuals who, in good faith, report discrimination, harassment, or any other violation of this policy.
  • No complainant, witness, or whistleblower shall face retaliation, intimidation, or adverse consequences for raising a concern or assisting in an investigation.
  • Acts of retaliation against such individuals will themselves constitute a serious violation of this policy and will result in disciplinary action.
  • NSTU guarantees confidentiality to the extent possible and will take proactive measures to safeguard the complainant’s academic, professional, and personal standing within the university.
11. Review and Amendment

The first two years of this policy (2024–2026) are regarded as a proposed and adaptive phase, during which amendments may be made based on practical experience and campus awareness needs. The final version will be adopted in 2026, following review and stakeholder consultation. Until then, this proposed version remains fully applicable and enforceable.

12. Legal Compliance

This policy aligns with the NSTU Act 2001, the Government Servants (Discipline and Appeal) Rules 2018, the National Women Development Policy 2011, and the Sexual Harassment, Exploitation, and Abuse Prevention Policy in Higher Education Institutes 2008, as well as all relevant laws of the Government of Bangladesh.
