1. Introduction
Noakhali Science and Technology University (NSTU) is committed to maintaining a clean, safe, and healthy environment for education, research, and residence. In accordance with the Smoking and Tobacco Products Usage (Control) Act, 2005 (amended 2013), and in alignment with the university’s health and sustainability goals, NSTU promotes a smoke-free and substance-free campus culture to protect public health and well-being.
2. Purpose
The objectives of this policy are to:
- Protect students, staff, and visitors from the harmful effects of tobacco smoke and other addictive substances.
- Comply with national tobacco control and narcotics regulations.
- Encourage a culture of health awareness, self-discipline, and environmental responsibility.
- Ensure a conducive, respectful, and pollution-free learning atmosphere.
3. Scope
This policy applies to all individuals within the university premises — including students, faculty, administrative personnel, contractual workers, visitors, and vendors. It covers all academic, administrative, and residential buildings, university transport, and open spaces of NSTU.
4. Policy Statement
- Smoking and the use of tobacco products (including cigarettes, bidis, vaping devices, and e-cigarettes) are strictly prohibited in all university buildings, classrooms, laboratories, offices, libraries, residential halls, and transport facilities.
- Smoking is not permitted in public or open spaces such as gardens, walkways, sports grounds, canteens, and building entrances.
- Designated smoking zones may be established in specific outdoor locations away from public congregation areas, as approved by the university authority.
- Sale, advertisement, or promotion of tobacco products within campus boundaries is strictly forbidden.
- Possession, use, or distribution of marijuana, alcohol, or any narcotic substance is strictly prohibited in all university premises, residential halls, and events, in compliance with the Narcotics Control Act 2018, including other amendments.
- The university strongly discourages any form of substance use that undermines academic integrity, safety, or personal well-being.
5. Implementation and Awareness
- “No Smoking” and “Substance-Free Campus” signage shall be displayed prominently throughout the campus.
- The university will conduct awareness programs, health campaigns, and counselling sessions through the Shaheed Mugdho Medical Centre and relevant departments.
- Collaboration with government health agencies and NGOs will be pursued to promote smoking cessation and mental health support.
6. Enforcement
- Enforcement will be based on NSTU Regulations, Anti-Smoking Government Policies, and the Narcotics Control Act 2018, including other amendments.
- Violations may result in a warning, disciplinary actions, suspension, or referral to relevant law enforcement agencies as deemed appropriate.
- The Proctor’s Office, Hall Provosts, and Security Unit shall be responsible for routine monitoring and reporting of compliance.
7. Review and Amendment
The first two years (2024–2026) are designated as a proposed and adaptive phase, during which amendments may be made based on practical experience, stakeholder feedback, and evolving national regulations. The final version will be adopted in 2026 after formal review and consultation.
